The content listed below is non-accessible for the following reasons.
Many of our older PDFs don’t meet accessibility standards - for example, they may not be structured and tagged so they’re accessible for a screen reader. This doesn’t meet WCAG 2.1 success 2.4.10 (section headings) and and WCAG 2.1 success criterion 1.1.1 (non-text content).
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
Our newer PDFs don’t currently meet accessibility standards - they are scanned documents featuring elements compiled and submitted to us from third parties which may not be tagged to be accessible for a screen reader. This fails criterion including WCAG 2.1 success criterion 2.4.10 (section headings) and WCAG 2.1 success criterion 1.1.1 (non-text content).
The accessibility regulations do not require us to fix third-party content that is neither funded nor developed by, nor under the control of, the public sector body.
