Many documents are in non-HTML formats, for example PDF. They are not accessible in a number of ways including missing text alternatives and missing document structure.
Many of our older PDFs do not meet accessibility standards - for example, they may not be structured and tagged so they’re accessible for a screen reader. This fails WCAG 2.2 2.4.10 and 1.1.1.
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
Our newer PDFs may also fail accessibility because they are scanned and not tagged properly. Same criteria apply.
Third-party content not under our control is exempt from regulation.
We are working with other government departments and agencies to improve compliance with WCAG 2.2 AA standard.
